Bob Lee Swagger (Mark Wahlberg) is a former United States Marine Corps sniper who left the marines after a mission left his best friend and spotter dead. Supposedly the FBI approaches him to create a mock situation under which the president would be shot at one of three speeches to catch a real shooter. After being framed every law enforcement agency is after him, and he is forced to use his military training so that justice prevails.

Shooter was filmed mainly in British Columbia, Canada.

Bob Lee Swagger is taken out of his retirement in an old mountain home to help track down a possible assassin to the president. Things begin to go wrong when the arch bishop, scheduled to speak next to the president, is shot instead. Bob is shot twice by a corrupt cop, but manages to escape. The corrupt FBI agents tell the police and public that Bob is the shooter. A lengthy chase scene takes place, but our hero is able to escape. Before Bob finds refuge with his late partner's girlfriend, Bob convinces a novice FBI agent that he has been framed. Looking for more proof and the underlying cause of this cover up, Swagger's new ally finds clearance to do some more research. After realizing that the agents were trying to stop the arch bishop from speaking out against the U.S. government's involvement in the genocide of an African village, he agrees to help Swagger. Together they plot strategically to infiltrate one of the agent's homes. Although once they find him, the corrupt agent commits suicide, Swagger is able to obtain proof of the involvement in the African genocide. Meanwhile, the other corrupt agents have captured his old partner's girlfriend. With this new evidence and some persuassion, Swagger is able to rescue her. Later appearing in court, the corrupt officials could not be tried for actions commited in Africa. Swagger implements his own system of justice by intruding on a country house get together for the murderers. None escape.
